Stamina is arguably the best stat for a T10 2set ret paladin while doing trash mobs.

On a more general note, have you tried the random dungeon tool? I got a few levels quite easily by queuing on my priest. It can take a while to get a group, but you can carry on questing while you wait. The XP is good and if you complete the dungeon then you get a blue item suitable for your class....

This is from my own experience, others might disagree with me. I've found leveling as Fury to have the lowest downtime (Bloodthirst @ lvl 40 heals for a fair amount if you glyph it too).
