There will be. coming next patch.
1000g one off payment for your second spec. When you switch you will get a whole new set of action bars and glyphs and a second talent pane that are all associated. You can then switch between them, I heard that they had removed the need to have a special thing to switch specs at but not certain on this.

so it's like respecing without reseting talents? ;p btw glyps r working nice in wotlk? cos in tbc they were just minor improvment

Glyphs are alright, currently you're lucky if you have 4 Major Glyphs to pick from, most are rubbish, and in my experience (admittedly wholy Hunter related) it's very easy to pick the 3 "useful" ones.
Minor Glyphs are pretty much a waste of time. Infact one of mine is that I don't suffer pushback when ressing my pet, not that I'm gonna ress my pet in the middle of too many fights. Theres a couple of ok ones, but you'll never really see them effect your play much.
3.1 is releasing a whole host of new Glyphs, and (still wholy hunter related) I think its about to become a fair bit harder to pick just 3 Major, i'm unsure if Minor are gonna be good.

Minor glyphs can be quite nice, it just depends on your class. With a lot of classes, there are minor glyphs that remove the need to use a reagent for some abilities (like Mark of the Wild), increase the length of a buff (like thorns), or remove knockback effects (like Thunderstorm) etc. Quite a lot aren't actually useful though, like the mage minor glyph that turns your polymorphed target into a penguin. But they're mostly for fun. To be honest, I'd rather have a boring old sheep, but use the glyph that increases the amount of damage a polymorphed/snared target can take before the crowd control breaks.
